Series Description:
DCMA has partnered with DAU to engage in outreach with the buying commands and provide them information on various DCMA capabilities. DAU will host DCMA the Second Tuesday of each month, from 1300-1500 Eastern, to present a webinar series on Leveraging DCMA Capabilities. During this series, DCMA speakers will present different topics as well as any tools or job aids associated with those topics.

Ms. Shakirah Muhammad-Ruiz, Performance Advocate, DCMA
Mrs. Shakirah (Shak) Muhammad-Ruiz is a Performance Advocate within the Portfolio Management & Business Integration (PM&BI) Directorate of DCMA. Shakirah Muhammad-Ruiz is the current Workload Acceptance Program and Policy Advocate as of October 2022. Mrs. Muhammad-Ruiz joined DCMA in September of 2009, is a member of the Defense Acquisition Corps, and is a certified Level III Defense Acquisition Professional in the Contracting Career Field. She holds a Master's of Public Administration degree in Justice Administration from Troy University, and a Bachelor of Arts degree in Criminal Justice with a Minor in Sociology from ST Leo University. She is a Lean Six Sigma Greenbelt and a Sexual Assault Response Coordinator. A member of the Zeta Phi Beta, Sorority Incorporated since Fall of 2006 and a recent graduate of the DCMA Emerging Leadership Program.
Mr. Bart D. Stewart, Senior Acquisition Analyst, DCMA
Mr. Bart D. Stewart is a Senior Acquisition Analyst with the Defense Contract Management Agency, and assigned to the Navy/DLA Customer Engagement Division (CED) under the Portfolio Management & Business Integration (PM&BI) Directorate at Ft. Lee, VA. His role supports engaging customers, conducting relevant analysis and informing and influencing action which bolsters standards of performance, efficiencies and economies of effort in the delivery of product to the Warfighter.
Mr. Stewart has been with DCMA since 2013, coming to the Agency after completing a military career as an operations research analyst.
Mr. Tony Fowler, Senior Industrial Specialist, DCMA
Mr. Tony Fowler is a Senior Industrial Specialist with the Defense Contract Management Agency assigned to the Enterprise Performance Advocacy Division (TDA) under the Technical Directorate (TD) at Ft. Lee, VA. His role supports DCMA Operational Units for oversight and assistance, coordinating technical support for internal and external audits, improving operational efficiencies, and supporting data collection and analysis across the Agency.
Mr. Fowler has been with DCMA since 2011, coming to the Agency with 15+ years of industrial and marine control systems engineering and manufacturing experience. During his time with DCMA he has worked as an engineering & manufacturing supervisor and in the Operations and Technical groups at DCMA Headquarters.
Ms. Kathleen Gouty, Senior Acquisition Analyst, DCMA
Ms. Kathleen Gouty is a Senior Acquisition Analyst with the Defense Contract Management Agency assigned to the Army Customer Engagement Division within DCMA's Portfolio Management and Business Integration Executive Directorate. Assigned to Redstone Arsenal, AL, she supports Army Materiel Command, Aviation and Missile Command, PEO Missiles and Space, PEO Aviation, Army Contracting Command Headquarters, Army Contracting Command – Redstone Arsenal. Ms. Gouty is a member of the Defense Acquisition Corps and holds a Level III DAWIA Certification in Contracting. Ms. Gouty was awarded a BA in Public Relations from Ohio Dominican University, Columbus, Ohio.
Mr. Chris Sluder, Army Customer Engagement Division Program Manager, DCMA
Mr. Chris Sluder is the Army Customer Engagement Division Program Manager within DCMA's Portfolio Management and Business Integration National Capital Region office. He joined DCMA in July 1994 with additional assignments with Defense Logistics Agency and Army Contracting Command. Within PM&BI, he is responsible to promote and facilitate DCMA customer engagements at all levels and resolve systemic issues impacting customers and DCMA. Mr. Sluder was awarded a BA in Chemistry from The Citadel. Mr. Sluder is a member of the Defense Acquisition Corps and a certified acquisition professional. He is Level III certified in Production, Quality and Manufacturing.
