Feedback from a previous survey of the Department of Defense (DoD) production, quality and manufacturing workforce indicated that often manufacturing and quality (M&Q) specialist are not involved during early system development activities, which manifests itself as risks and issues identified later in development and manufacturing. Also, M&Q specialist indicated there is a lack of guidance on what actions they should take during early system development to include initial concept definition.
To address this knowledge gap, during 2022 the Office of Secretary of Defense (Research and Engineering) created and issued the first-ever Early M&Q Engineering Guide to provide guidance and best practices to the 11,000-person M&Q workforce on early development activities—the period starting with initial system concept definition before the Material Development Decision, and culminating with the system PDR. The Guide facilitates modernization at a speed and scale that matches a dynamic threat landscape by addressing often-overlooked M&Q issues likely to result in redesign, schedule delays, producibility risks, and increased program cost during transition from development to production.
The Guide directly supports the DoD and R&E modernization priority for improved transition of technologies and prototypes to fielded capabilities. During the earliest development stages, a program's status and leadership roles may be forming. The decisions regarding early activities, including M&Q, may fall to different persons depending on the stage of development. This guide is intended for the relevant decision makers and M&Q practitioners to proactively include M&Q considerations.
The Guide also highlights the importance of M&Q practitioners to provide input during system development activities such as requirements definition, mission engineering, budgeting and planning, digital ecosystem definition, and systems engineering processes. The guide encourages early development project teams to integrate M&Q considerations for warfighter capabilities that can be produced feasibly and that will meet quality requirements with improvements in schedule, cost as the system proceeds through development and transition to production.

Mr. R. Chris DeLuca (U.S. Army Colonel, Ret.), Director of Specialty Engineering at the Office of Undersecretary of Defense (Research and Engineering), Systems Engineering and Architecture.
Mr. DeLuca has more than 35 years of experience in the Department of Defense as a U.S. Army Colonel (R) and DoD GS-15/NH-IV Civilian, Level III qualified in Program Management, Systems Engineering, and Test and Evaluation. As a U.S. Army commissioned officer, he was in combat arms and acquisition, holding multiple command, leadership, and staff positions including unit command, Army Program Acquisition Management Charters for Major (MDAP), and Non-Major (including rapid equipping and provisioning) Defense Acquisition Programs, and served on the Army Staff.
