Ms. Lisa P. Smith, Deputy Assistant Secretary of Defense, OSD

Ms. Lisa P. Smith, a member of the Senior Executive Service, is the Deputy Assistant Secretary of Defense for Product Support and serves as the principal advisor to the Office of the Secretary of Defense (OSD) leadership on policies, procedures, and actions related to the readiness and sustainability of major weapon systems. She is responsible for the development and implementation of acquisition and sustainment strategies and processes providing the Warfighter with cost-effective weapon system readiness across the life cycle. In addition, Ms. Smith coordinates and synchronizes ASD(S) international and partner engagements. She also manages the logistics and acquisition workforce for the Department of Defense.  She assumed her current position in April 2021. 

Panelists:

Mr. Bill Kobren, Defense Acquisition University

William “Bill” Kobren serves as Director, Logistics and Sustainment Center, at the Defense Acquisition University, Fort Belvoir, Virginia. He is responsible for development and currency of an integrated portfolio of life cycle logistics and product support learning assets at the University, including 59 training courses, 14 Defense Acquisition Credentials, and a host of web-based job support tools, communities of practice and related workflow learning resources. In addition to curricula development, defense acquisition workforce professional development, and knowledge sharing, he and his team also provide extensive mission assistance to the Office of the Secretary of Defense, the Military Components and Defense Agencies in the areas of logistics and product support policy, as well as life cycle logistics workforce human capital development.

Mr. John Boyce, Office of the Secretary of Defense

“JB” has over 40 years’ experience in Logistics & Supply Chain, Business, Program Management, and Operations. He is a proven leader in establishing collaborative DoD/industry partnerships for life cycle support of weapon systems. John spent 27 years in the Navy as an Aerospace Maintenance/Engineering Duty Officer, serving in a variety of operational and acquisition positions including Carrier Air Wing Eleven Maintenance Officer in Desert Storm, running the F/A-18 West Coast MRO activity, and as the F-35 Program Director of Logistics (PSM).  

Capt Sophia Rizzo, Headquarters Air Force 

Capt Sophia Rizzo is the Chief, Process Advancement Branch, Tesseract for the Headquarters Air Force Directorate of Logistics at the Pentagon, Washington D.C. Tesseract is the newly defined logistics office of innovation made up of 16 selectively-hired personnel tasked to rapidly identify and scale logistics innovations addressing capability-gaps across the doctrine, organization, training, materiel, leadership and education, and personnel spectrum for the Air Force. As Branch Chief, she manages a portfolio of industry and academically researched initiatives including logistics process innovations such as Theory of Constraints, Delta Airlines' best-practices in developing scheduled maintenance frameworks, and expediting supply chain transportation time.
