    Join the April OT Counsel Corner for a discussion of the core cybersecurity safeguard requirements for non-DoD Networks contained in the OT Guidebook and DoDI 8582.01, "Security of Non-DoD Information Systems Processing Unclassified Nonpublic DoD Information," as well as DCMA's Defense Industrial Base Cybersecurity Assessment Center (DIBCAC) and DCMA's cybersecurity risk mitigation efforts throughout the Defense Industrial Base." 

    This series is intended to facilitate conversations among federal employees.  Contractor employees, in-house and private sector counsel should contact the DAU Learning Director for Other Transactions before registering.

    This target audience for this series is counsel with the goal to be able to share ideas and lessons learned.  If you are not counsel (but are a federal employee), you are welcome to attend and ask questions. However, information obtained through the OT Counsel Corner does not substitute for legal advice from your assigned attorney. 

    Speakers

    Alicia Davies

    Computer Engineer, Technical Directorate, DCMA

    Alicia Davies, a Computer Engineer with the Technical Directorate at DCMA, is a Senior Policy Advisor and Software Subject Matter Expert. In addition to managing the Software Professional Development Certification program, she is leading the Agency’s initiative to support Secure Software and Cybersecurity requirements related to DoD program acquisitions. Enjoying a career with DCMA for over 17 years, she has had the opportunity to support multiple programs from manned space flight to global positioning and recently returned from a rotation supporting the Nation’s response to COVID
    as a Program Manager for OUSD(A&S) Joint Rapid Acquisition Cell COVID-19 Defense Assisted Acquisition (DA2) Cell.  Prior to joining DCMA, Alicia taught engineering at Colorado State University, her alma mater.

    Tim Ryan

    Associate General Counsel (Contracts) at DCMA

    Tim Ryan is an Associate General Counsel (Contracts) at DCMA.  His practice area includes advising the DCMA Defense Industrial Base Cybersecurity Assessment Center (DIBCAC) on matters pertaining to cybersecurity risk mitigation efforts.  Before joining DCMA, Tim served a dual-hatted role as the lead contract litigation attorney and contracts administration attorney with the Defense Logistics Agency (DLA) for over 10 years.  Tim represented DLA in bid protests at the GAO, appeals before the ASBCA, and was the principal attorney advising the Acquisition Directorate on evaluation and contract award recommendations and a variety of post-award performance issues.  Tim served for 20 years in the Army including tours in USALSA’s Contract Litigation and Intellectual Property (KLIP) and Litigation Division.  Before becoming a lawyer, Tim was an Infantry platoon leader in the 10th Mountain Division and a radio operator on a Special Forces combat
    diver A-Team.

    Lisa Cho

    Associate General Counsel, DCMA

    Lisa Cho is an Associate General Counsel (Contracts) at DCMA. Her practice focuses on contracts policy with the inclusion of other transactions in her portfolio. In her career with the Department of Defense, she has served as an Assistant Counsel for Naval Sea Systems Command, a Staff Attorney for the Armed Services Board of Contract Appeals, and an Administrative Law Attorney for U.S. Army Installation Management Command.
