    DCMA Headquarters Policy Analyst overseeing the Other Transactions policy

    Ms. Jo Yu is a DCMA Headquarters Policy Analyst overseeing the Other Transactions policy and workload.  Prior to joining Headquarters, Jo was the Contracts Director at DCMA Carson managing a large team, providing oversight and technical guidance as needed and monitoring the continuity of contracting operations.  Also,  Jo served as the Western Region’s Subject Matter Expert supporting 17 Contract Management Offices and responsible for 12 contract administration processes.  In addition, Jo had over 10 years of private industry experience as a Project Manager for top Fortune 100 companies including Walt Disney Studios and Paramount Pictures.

    Deputy Director, Contract/Pricing Policy & Processes Division Defense Contract Management Agency, Contracts Executive Directorate

    Ms. Hood joined DCMA in August 2007 as a Keystone Contract Administrator Intern. Upon completion from the Keystone Program, she served in the capacity of Contract Administrator, Administrative Contracting Officer, and Supervisory Contracts Specialist, at DCMA Manassas/Hampton, in which she administered and supervised a highly complex, diverse mix of contracts and non-procurement awards. She is Level III certified in Contracting and a member of the Acquisition Corps.  In 2016, Ms. Hood was the recipient of the Agency Mentoring Award. Transitioning to the DCMA headquarters’ Contracts Executive Directorate, Contract/Pricing Policy and Processes Division in September 2019, Ms. Hood was the Policy Action Officer for Grants, Cooperative Agreements and Other Transactions (OTs), Terminations, NASA Cognizant Federal Authority (CFA), and Accounting System policy and processes.  In July 2021, she transitioned to the role as Deputy Director of the division. She was actively involved as a Co-Lead for the agency’s Indirect Cost Control Capability (ICC) and its transition to the Negotiation Intelligence and Cost Evaluation (NICE) capability. Currently she serves as a Lead on the Agency Strategic Lines of Effort (LOE) 2 initiatives and is a mentor for DCMA’s Formal Mentoring and Emerging Leader Programs. In addition, she is involved in DoD and non-DoD work groups to assist in the promulgation of Departmental policy and guidance. Prior to DCMA, Ms. Hood served in the non-profit sector in case management and program management supervisory roles. She is a graduate of Bennett College for Women where she received her bachelor’s degree, and received her Master of Business Administration (M.B.A.) from the College of William and Mary.

    Administrative Agreements Officer, Administrative Grants Officer, and Administrative Contracting Officer, Defense Contract Management Agency, Europe, United Kingdom

    Victoria has been on the DCMA contracting team since 2010 beginning as a sophomore in college as part of the Student Career Experience Program, now known as Pathways. Once graduated from college, she joined the DCMA Keystone 1102 program as a Contract Administrator, graduating the program in 2014.  Victoria became an ACO/AAO/AGO in 2016 for the DCMA Colorado Springs / Denver office and is now doing a three-year tour with DCMA International in the United Kingdom. Her current portfolio supports a wide range of complex variety of contracts and awards, supporting multiple high visibility programs across the globe.  Her workload includes the administration and oversight of foreign contractors in the UK and Israel, affording her a unique perspective on acquisitions and how to navigate through complex situations seen in the OCONUS acquisition environment.  Victoria is a co-leader of the DCMA Other Transactions Working Group and supports the collaborative environment consisting of subject matter experts from across the agency, as well as DAU and DCAA, to offer DCMA’s workforce with action-oriented policy, guidance, and support in the administration of OTs. In addition to supporting the workforce in answering questions related to the complexity of incoming OTs, she promotes the power of innovative thinking to fully embrace the nature of OTs.

    Mr. Timothy Goldfish

    Senior Acquisition Analyst with the Defense Contract Management Agency (DCMA) assigned to the Army Customer Engagement Division (CED)

    Mr. Timothy Goldfish is a Senior Acquisition Analyst with the Defense Contract Management Agency (DCMA) assigned to the Army Customer Engagement Division (CED), DCMA Portfolio Management and Business Integration (PM&BI) Directorate, supporting customers at Detroit Arsenal, Warren MI.  Mr. Goldfish joined DCMA in July 2010 and currently supports the Army Service Team, which is responsible to promote/facilitate customer engagements and resolve systemic issues impacting the customer or DCMA.

    Mr. Goldfish served in numerous acquisition positions within the Department of Defense.  He served DCMA as a Portfolio Manager and Program Integrator.  Prior to DCMA, Mr. Goldfish was a Congressional Liaison for Missile Defense Agency in both civil service and Army acquisition positions.  Prior Army acquisition assignments included Assistant Product Manager for Field Artillery vehicle systems within PM Bradley and Combat Developer for future Field Artillery rocket and missile systems at Fort Sill, OK.  Mr. Goldfish has Field Artillery command and staff experience in light arctic units and line and staff experience within Corps-level 155mm self-propelled Field Artillery battalions.

    Mr. Goldfish is a member of the Defense Acquisition Corps and holds a Level III DAWIA Certification in Program Management.  He holds a Master of Science in Materiel Acquisition Management from the Florida Institute of Technology.

    DCMA Headquarters Technical Directorate Staff Engineer

    Mr. Paul Plonski is a DCMA Headquarters Technical Directorate Staff Engineer. He is the Technical Support to Negotiations process owner, and a Technical Pricing Support policy, tools and training SME. Paul has served for over 19 years as an engineer for DCMA, and previously for DLA, in various capacities such as:  reverse engineering, re-engineering, value engineering, should cost analysis, price challenge, source development and qualification, and project management. Prior to joining the government Paul worked for major defense contractors in the aerospace industry in roles ranging from Engineer to Program Manager.

    Mr. Stephen Johnson is an Administrative Contracting/Grants/Agreements Officer (ACO/AGO/AAO) with DCMA Southeast. Mr. Johnson manages a wide range of contracts, cooperative agreements, grants, and other transactions agreements (OTA), including some of the largest consortium OTAs within the DoD. 

    Ms. Lisa Cho

    Associate General Counsel, DCMA

    Ms. Lisa Cho is an Associate General Counsel on the contracts team at DCMA HQ. Her practice focuses on contracts policy with the inclusion of other transactions. In her career with the Department of Defense, she has served as an Assistant Counsel for Naval Sea Systems Command, a Staff Attorney for the Armed Services Board of Contract Appeals, and an Administrative Law Attorney for U.S. Army Installation Management Command.
