Tim Greeff, Founder & CEO, NSTXL - Tim Greeff leads the overall strategy and directs the day-to-day operations of NSTXL. He has led NSTXL from original concept through incorporation to present-day scale. Greeff brings over 20 years of experience building and managing non-profit technology associations and networks. NSTXL is the third organization he has helped to launch and build, each of which focuses on scaling and commercializing innovative technology through policy and public-private partnerships.

John B. Britton, General Counsel and Compliance Officer, Consortium Management Group (CMG)  John Britton is the General Counsel and Compliance Officer for Consortium Management Group, Inc. (CMG), the management company for three successful Other Transaction Agreement (OTA) consortia – Consortium for Energy, Environment and Demilitarization (CEED); Consortium for Command, Control and Communications in Cyberspace (C5); and the Naval Aviation Systems Consortium (NASC).  CEED and C5 operate under separate ten-year OTAs with the Department of the Army, and a five-year OTA with the Marine Corps Systems Command.  

Bob Tuohy, COO Emeritus, Advanced Technology International, Inc. (ATI) - Robert Tuohy is the former Chief Operating Officer of ATI. ATI is the largest and oldest manager of Other Transaction-based consortia. ATI operates thirteen of the nation’s 30 OT consortia and processes hundreds of OT transactions per year. Before his move to ATI, Bob served as Deputy Director of Analytic Services’ Homeland Security Group where he supervised the day-to-day work of as many as 180 analysts focused on addressing the Department of Homeland Security’s (DHS) most complex issues through the federally funded research and development center (FFRDC) operated on behalf of DHS. 







Alissa Roath, Director, National Advanced Mobility Consortium (NAMC) - Alissa Roath currently serves as the executive director of the National Advanced Mobility Consortium (NAMC). As the senior executive, Roath oversees the enterprise operations, strategy and relationships. The NAMC is the home of the Ground Vehicle Services (GVS) Other Transaction Agreement (OTA) with the U.S. Army and other OTAs, critical to advancing innovation within the Department of Defense.

Hallie Tremaine Balkin, Learning Director for Other Transactions, DAU - Hallie Tremaine Balkin, Esq. has over 12 years of experience in Federal acquisition, agile contracting, and contract litigation. She joined Defense Acquisition University (DAU) in May 2020 to serve as the Learning Director for Other Transactions. Prior to joining DAU, Hallie worked as Associate Counsel for Naval Information Warfare Systems Command (NAVWAR) Headquarters (HQ).
