    Did you know awards utilizing Other Transaction Authority (OTA) can be protested? Though less common, Government Accountability Office (GAO) and the Court of Federal Claims have exerted jurisdiction over Other Transactions (OTs).  Hear our panel of experts discuss OTA protests and disputes.

    Louis Chiarella is Senior Attorney in the Procurement Law Division, Office of the General Counsel, U.S. Government Accountability Office (GAO). Since joining GAO in 2001, he has decided more than 2,000 bid protests involving challenges to both the solicitation and award of contracts across the entire federal government, including classified protests.

    Aron Beezley is the co-leader of Bradley’s nationally ranked Government Contracts Practice Group. Ranked nationally in Government Contracts Law by Chambers and several other ranking publications, Aron’s vast experience includes representation of government contractors in numerous industries and in all aspects of the government-contracting process, including negotiation, award, performance and termination.

    Nathaniel Castellano is a senior associate in the Government Contracts and National Security practice group of Arnold & Porter, where he advises clients on all aspects of doing business with and litigating against the Federal Government. Nathan has advised traditional and nontraditional contractors alike on the use and negotiation of Other Transactions. He has also litigated issues relating to Other Transactions and other non-procurement contracts in the Court of Federal Claims and U.S. district courts, including bid protests arising from Other Transaction awards.

    Hallie Tremaine Balkin, Learning Director for Other Transactions, DAU - Hallie Tremaine Balkin, Esq. has over 12 years of experience in Federal acquisition, agile contracting, and contract litigation. She joined Defense Acquisition University (DAU) in May 2020 to serve as the Learning Director for Other Transactions. Prior to joining DAU, Hallie worked as Associate Counsel for Naval Information Warfare Systems Command (NAVWAR) Headquarters (HQ).
