Program Manager within DCAA’s Auditing Standards DivisionMike Porter is a Program Manager within DCAA’s Auditing Standards Division. His portfolio contains a variety of program areas including government property. Overall, he supports efforts to ensure DCAA audit guidance is aligned with applicable auditing standards.
Mike joined DCAA in December 2022, after almost 20 years in government auditing. During his first 16 years, he served in a variety of capacities with the U.S. Army Audit Agency. He then transitioned to Army Futures Command headquarters where he helped launch the command’s Internal Audit Directorate.
Mike earned a Master of Business Administration degree from the University of Phoenix, and a Bachelor of Science degree in accounting from Alabama A&M University. He holds certifications in internal auditing (CIA), fraud examination (CFE), and defense financial management (CDFM).

Program Manager of Policy Accounting Standards (PAS) for the Defense Contract Audit Agency (DCAA)Bradley George Wolfe currently serves as a Program Manager of Policy Accounting Standards (PAS) for the Defense Contract Audit Agency (DCAA). In this role, he is responsible for the following program areas i) GAGAS Independence; ii) Legislation, NDAA, CR; iii) Monitor FAR/DFARS Cases; iv) Reciprocal Agreements; v) Risk Assessment. Mr. Wolfe joined the DCAA in 1990 as a junior auditor and has held various positions such as senior auditor, RSI auditor, technical specialist, supervisory auditor, Branch Manager/Resident Auditor, and Program Manager.
Mr. Wolfe has more than 33 years of auditing experience with 28 years with DCAA and 5 in private industry. He holds a bachelor’s degree in accounting from Montana State University and a master’s degree in business administration with an emphasis in international accounting from Strayer University. Mr. Wolfe is a Certified Public Accountant from the state of Alabama.

Program Manager in the DCAA’s Policy and Quality Directorate’s Pricing and Special Projects DivisionMr. Luis Mercado is a proud public servant with 13 years of experience with the Defense Contract Audit Agency (DCAA). Mr. Mercado has held various technical and managerial roles within the DCAA that have provided him a breadth of experience in contract audits and acquisition processes and regulations. He is currently a Program Manager in the DCAA’s Policy and Quality Directorate’s Pricing and Special Projects Division and is responsible for formulating, developing and issuing pricing audit policy for the DCAA, including procedures, standards and guidelines for the conduct of pricing audits. Mr. Mercado also leads the DCAA’s inflation special project, an initiative that focuses on how the Government can address the effects of the current economic inflationary period on the contracting community.

Operations Audit Liaison Financial Liaison Advisor for DCAAMs. Lashia Cooper is the Operations Audit Liaison Financial Liaison Advisor for DCAA. Ms. Cooper has been with the agency since 2010 and currently provides support to Mid-Atlantic Regional Maintenance Center (MARMC), Naval Facilities Engineering Systems Command (NAVFAC), Military Sealift Command (MSC), and Naval Supply Systems Command (NAVSUP) located in Norfolk, VA. She provides education and guidance to the buying commands regarding DCAA Services and coordinates audit services with cognizant field offices. Additionally, she provides training to the contracting personnel on various contract pricing and accounting related subjects.
Ms. Cooper graduated from the Virginia Polytechnic Institute and State University with a Bachelor of Science degree in accounting and information systems as well as Liberty University with a Master of Science degree in accounting.
