    Description:

    Do you want to know more about possible changes to the Planning, Programming, Budgeting and Execution System (PPBES)?  Do you want to learn some tips to help you operate within the current system? The PPBES is a critical part of the "Big A" acquisition decision support system.  While the system has served us well, it has come under increasing criticism as being too slow and lacking the agility needed to meet the demands of rapidly changing technology and threats of peer competitors.  Congress recently chartered a commission to assess PPBES and recommend improvements. 

    This distinguished panel will explore how PPBES and defense resourcing might change.  It will also offer suggestions on what can acquisition professionals do in the meantime to optimize their resources while working within the current system.

    Any DoD or industry acquisition professional (to include Business and Financial Managers) who want to learn more about this critical issue.

    Ms. Blair Stanford, Professor of Financial Management, DAU, DSMC

    Ms. Stanford is Professor of Financial Management at DAU. Prior to that, Blair supported the Naval Sea Systems Command in monitoring the financial and operational activities of key shipbuilding suppliers. Blair also supported Navy congressional liaison activities early in her tenure.  Prior to joining the DoD, Ms. Stanford was in private industry and spent several years working in operational and financial roles at The Depository Trust & Clearing Corporation, Thomson Reuters and the former Polaroid Corporation. She began her career at Ernst & Young.

    The Honorable Robert Hale Chair, Commission on PPBE Reform

    The Honorable Robert F. Hale, Chair of the Commission on PPBE Reform, established by Congress in 2021. He served as: Under Secretary of Defense (Comptroller) and Defense Chief Financial Officer, head financial manager for the Air Force, managed the defense analysis group at the Congressional Budget Office, Executive Director of the largest professional association serving defense financial managers, analyst and manager at the Center for Naval Analysis and LMI, and a Navy officer.  He holds a B.S. and M.S. (Stanford University) and a MBA (George Washington University). He is a fellow in the National Academy of Public Administration and former Defense Business Board member. He is a Certified Defense Financial Manager (CDFM) and Level 3 DoD Financial Manager.

     
    Mr. John Driessnack, Professor of Acquisition Management, DAU, DSMC

    Professor John Driessnack is a Systems Management expert focused on the federal government. A DAWIA Level 3 PM/BFM and Acq Logistics, a PMP/PMFM and CSM, he was a major DoD program manager with experience within and supporting numerous major Defense and Federal programs. Currently on the ANSI Project Management standards development team, previously on the ANSI Standard for Earned Value Management core team.  Along with his DAU appointment, John has faculty positions at American University and University of Maryland.  He is currently the principal investigator at UMD on an OSD AIRC Research project on Portfolio view of acquisition/mission information.  John supports other projects through his LLC, such as the NDAA Section 809 Panel focus on Portfolio Management.  John is the current President of The College of Performance Management (CPM).

     

    Mr. Matt MacGregor, Acquisition SME at MITRE's Center for Acquisition and Management Sciences and a Space Operations Engineer in the Air Force Reserves.

    Matt MacGregor is an Acquisition SME at MITRE's Center for Acquisition and Management Sciences and a Space Operations Engineer in the Air Force Reserves. Matt spent 21 years as a military and civil service program manager across the space, command and control, weather, and aircraft portfolios. His last PM assignment was as the F-35 Deputy Program Manager. His last five years in government before joining MITRE were at the Pentagon, where he served as a Division Chief in multiple headquarters acquisition roles where he gained an appreciation for the complexity of the PPBE process, the challenge of PPBE to support acquisition program needs and the critical importance of congressional relations in PPBE reform.
