    Description:
    Innovation is crucial to our national security and is key to building enduring advantage in this era of great power competition.   DoD has made great strides in adopting innovation as a way to do business.  Now we need to scale the use of innovation to make sure its use is widespread and impacts everything we do.  Join this panel discussion moderated by Dr. Marina Theodotou, DAU's lead for Innovate to Win, to learn from our expert panelists about the three vital levers to scaling innovation. How do we arm the workforce with the innovation skills they need? How do we cultivate a culture of innovation at scale across the defense enterprise? And how do we foster organizational transformation through technologies, data, and resources? This event will help answer these questions from the industry and the DoD perspective.

    Dr. Marina Theodotou, DAU Organizational Change & Leadership Enterprise Initiatives Lead.

    Innovative, people-centric, agile, data-driven organizational change leader with 30-years' experience solving problems at the intersection of organizational change, learning, and defense; leveraging a winning, global track record in leading people, leading change, building coalitions, leveraging business acumen, and delivering results across the private, non-profit, academia, and government sectors in the US, EU, and MENA.

    Sabra Horne, Entrepreneur in Residence at BMNT and Author of "Creating Innovation Navigator".

    As Entrepreneur in Residence at BMNT, Sabra supports the development and deployment of government innovation efforts. Before joining BMNT, she was Chief of the Innovation Hub, responsible for envisioning, establishing and developing innovation efforts in the Cybersecurity and Infrastructure Security Agency within the Department of Homeland Security (DHS). Prior to this role, she lead the change management of the agency and was director of stakeholder engagement, leading effective sharing of cyber information with private sector, and state, local, tribal and territorial entities. She stood up CISA's Election Task Force to support state and local election officials following the 2016 election.

    Previously, Sabra served the National Security Agency (NSA) as Deputy Chief for Information Sharing and Collaboration, facilitating sharing of NSA's most highly classified intelligence. She was Senior Advisor to NSA Threat Operation Center leadership and led its effort to share unclassified cyber threat information with other agencies. Her NSA service began as a core member in standup of the Media Leaks Task Force, which led agency response to the public leaks of classified information by Edward Snowden in 2013.

     


    Dr. Wendy D. Walsh, ED.D., Chief Learning Officer, Air Education and Training Command.


    Dr. Wendy D. Walsh is the Chief Learning Officer, Air Education and Training Command, Joint Base San Antonio-Randolph, Texas. She is responsible for providing leadership, support and technical direction to enable an Air Force culture of learning. Dr. Walsh connects learning professionals to collectively build, share, and sustain an accessible, meaningful continuum of learning for Airmen.

    Dr. Walsh graduated in 1999 with a bachelor's degree in Political Science and master of public administration in 2003 from Sonoma State University. She earned her doctorate in Education Leadership from Frostburg State University in 2021.  A career public servant, she has worked in both state and federal agencies for the last 30 years. Dr. Walsh has an impressive track record collaborating with governments, academia, industry and communities to develop research, grow education, apply innovation and expand possibilities to create culturally relevant, effective educational experiences responsive to organizational needs. 



    Meagan Metzger, Founder & CEO, Dcode / Managing Partner, Dcode Capital

    Meagan is the founder and CEO of Dcode. FCW recognized Meagan as one of the Federal 100 winners and Fedscoop named her one of 2018’s Top Women in Tech for her influential work with Dcode. Prior to Dcode, Meagan worked as Chief Operating Officer of a government-focused mobile and cloud company, growing it 200% in its first two years. Meagan was also previously Chief Strategy Officer at a government-facing IT consultancy and established it as one of the fastest growing small businesses on Washington Technology’s Fast 50 for three years in a row. Meagan has worked closely in several roles with senior leadership across DoD and civilian agencies, using her expertise in federal IT acquisitions to execute a billion-dollar IT program."
