Dr. Jay MandelbaumResearch Staff Member, Institute for Defense Analyses (IDA)
Dr. Jay Mandelbaum is a research staff member at the Institute for Defense Analyses (IDA). His current research is focused on creating policy, guidance, and training for improving Diminishing Manufacturing Sources and Material Shortages and Parts Management throughout the life cycle of DoD systems, with a special focus on microelectronics. He recently completed projects on assessing redundancy in performance audits within DoD; examining models for DARPA to use in developing industry partnerships; developing technology transfer concept models; writing cyber physical system security standards and evaluating the use of Partnership Intermediary Agreements in DoD's technology transfer program.
His previous research topics include identifying best practices for value engineering in DoD; assessing DoD's financial execution process against outcomes and recommending how it can be improved; conducting technology readiness assessments in the context of the Defense acquisition process; building an aerospace and defense manufacturing competency model; and establishing best quality assurance, manufacturing, and systems engineering practices for Defense programs. Dr. Mandelbaum joined IDA in April 2004 after a 30-year career with the Federal Government.Image

David Locker has served as a components engineer supporting Army aviation and missile programs for over 35 years. He has participated in numerous efforts to develop, document, and implement best practices for assuring electronics reliability, such as in MIL-STD-11991, and as a member of industry standards bodies and consortiums including Society of Automotive Engineers, International Electrotechnical Commission, IPC, JEDEC, iNEMI, Aerospace Vehicle Systems Institute, and Center for Advanced Vehicle and Extreme Environments Electronics.Image
Christina PattersonProject Lead, Institute for Defense Analyses
Ms. Christina Patterson has been with the Strategy, Forces, and Resources Division (SFRD) of the Institute for Defense Analyses (IDA) since 1997. During her tenure, she has served as project lead or contributor on dozens of research and analysis projects spanning a wide variety of national security and defense topics. In recent years, she has been engaged with the Department's Diminishing Manufacturing Sources and Material Shortages (DMSMS) management and parts management communities, developing best practice content for the Department's policy, guidance, and training.Image
Sultan Ali LilaniDirector, Integra Technologies
Sultan Ali Lilani is Director of Technical Support at Integra Technologies. Prior to his current position, Sultan performed similar duties at STS/Micross for 10 years and was Director of Reliability/Quality at NEC Electronics in Roseville, California. His focus is Parts Engineering, Testing and Qualification for Aerospace, Defense, and Industrial applications for microelectronics products in various applications. Sultan serves on multiple industry committees including SAE International and JEDEC and is also a member of the Parts and Material Management Conference (PMMC) technical steering committee.Image
Philip WoodSenior Staff Component Engineer, Lockheed Martin
Mr. Philip Wood is a senior staff component engineer at Lockheed Martin. In his 37 years within the Missiles and Fire Control business area, he has worked on numerous military weapon system and sensor projects. His current focus is on creating and implementing Parts and DMSMS management plans on Sensor development and production teams. Mr. Wood is a technology specialist in areas of lead free electronics (SAC BGA Mixed Alloy & Reballing SMT Processes), and Active Devices including DC-to-DC Modules. He co-led a strategic objective within the OSD Parts Management Working Group that created a COTS Critical Electronic Assembly Selection Checklist within. Mr. Wood enjoys beaches, boating, barefoot waterskiing, glamping, hiking, live music, pickleball, and sunsets.
