Event Description:

Dovetailing off DAU's successful Summer and Fall small business series, the Spring series continues to answer questions that anyone working with small businesses wants to know.  In this installment, panelists will discuss the basics of SBIR OTs.  What agencies are using them?  What is their advantage?  Where is the intersection of SBIR rights and OT terms? 

Event Speakers: 

Diane Sidebottom, Senior Policy Advisor, Contracts Managment Office, DARPA

Diane M. Sidebottom recently rejoined the Defense Advanced Research Projects Agency (DARPA) as the Senior Policy Advisor in the Contracts Management Office (CMO), providing policy guidance on all types of contracts and agreements.   She had previously worked with the Defense Acquisition University in January 2018 as the Learning Director for Other Transactions (OTs) Agreements and Grants. 

Dr. David F. Robinson, CEO, Corvid Technologies

Dr. David F. Robinson, CEO of Corvid Technologies and Corvid Cyberdefense, received his Ph.D. in Aerospace Engineering from North Carolina State University with Minors in Mathematics and Computer Science.  Prior to founding Corvid, Dr. Robinson worked at the Weapons Effectiveness and Lethality Branch of the Naval Surface Warfare Center in the Computational Physics Group. He was also involved in several research projects for NASA-Langley Research Center and has been a part of several technical publications in his field.

Cathie Stropki, AFWERX SBIR/STTR Contracting Branch

Cathie Stropki is an unlimited Contracting/Grants/Agreements Officer with the AFWERX SBIR/STTR contracting branch.   Cathie came over to this branch shortly after the inception of the AFRL SBIR/STTR Center of Excellence, now AFRL/RGKB, three and half years ago.  Prior to her current position, Cathie worked in AFRL/PK Headquarters and in the AFRL Materials and Manufacturing Technology Contracting Branch as well as the Manufacturing Technology Contracting Branch. Before coming to the Air Force, Cathie worked for a large defense contractor as well as the Department of Energy.

Ken Carkhuff, DAU Small Business Learning Director

Mr. Carkhuff is responsible for leading the life cycle activities of assigned Small Business Professional (SBP) learning assets.  He also serves as a professor for all instructor-led SBP courses.  He was the first DoD acquisition professional to earn the new DoD Small Business Professional Credential in May 2021.

He is a retired naval officer and former SH-60B helicopter pilot with over 2500 flight hours.  He is a graduate of the United States Naval Academy (BS, Physical Science), the Naval War College (MA, National Security and Strategic Studies), the Naval Postgraduate School (MS, Contract Management) and Liberty University (EdS, Educational Leadership).  He is a member of the Defense Acquisition Corps.
