    Ray Gagne

    Research Staff Member, Institute for Defense Analyses

    Dr. Ray Gagne is a Research Staff Member with the Institute for Defense Analyses (IDA).  He is currently involved in research that is focused on creating policy and guidance for Diminishing Manufacturing Sources and Material Shortages and Parts Management.  He joined IDA in July 2023, after a 40-year career (combined active-duty Air Force, OSD and Army Civilian).  Prior to joining IDA, he held positions with the U.S. Army focused on the industrial base, acquisition lifecycle logistics, and program protection for major weapon system programs.

    Ms. Alissa “Rese” Meikus

    Obsolescence Engineer with the U.S. Army Combat Capabilities Development Command (CCDC)

    Ms. Alissa “Rese” Meikus serves as an Obsolescence Engineer with the U.S. Army Combat Capabilities Development Command (CCDC) Obsolescence Engineering Branch.  In her 12 years with the CCDC Obsolescence Engineering Branch, she has served as the Army Material Command Obsolescence Program Manager, supported Army and Navy aviation and Army missile programs as an Obsolescence Program Manager, and served as the CCDC Obsolescence Engineering Branch Data Management Lead.  Ms. Meikus has an in-depth understanding of the unique requirements for obsolescence management within multiple phases of the life cycle due to her experience supporting various systems from Technology Maturation & Risk Reduction through Operations & Sustainment.

    Chief of the Obsolescence Management Division, Theater High Area Altitude Defense (THAAD), MDA

    Ms. Julie Smith has 34 years in federal government service and currently serves as the Chief of the Obsolescence Management Division, Theater High Area Altitude Defense (THAAD) Project Office, Missile Defense Agency (MDA).  As the chief, she leads a multi-disciplined team responsible for all DMSMS activities from strategic planning, budgeting, identification and analysis, resolution mitigation development, implementation, and weapon system incorporation.  These activities span across all acquisition lifecycle phases of the THAAD Weapon System, which includes, design, production and sustainment, for both domestic and foreign military sales of various THAAD components, including the THAAD Interceptor, Launcher, THAAD Fire Communications and Control, Peculiar Support Equipment, Training Devices, and Testbeds equipment.  Ms. Smith received a BS degree in Industrial Engineering from the University of Alabama.

    Acquisition Program Manager, USAF

    Kathy Hetrick is an Acquisition Program Manager supporting the Air Force Life Cycle Management Center's Joint Air-to-Surface Standoff Missile (JASSM) and Long Range Anti-Ship Missile (LRASM) programs, serving as the Lead Supply Chain and DMSMS PM. Kathy has been a PM at Eglin AFB FL since 1992, both as a support contractor and civilian employee.  Prior to her career at Eglin, she served on Air Force active duty, as a Reservist, and worked for General Dynamics as a Cost Analyst.
