Description: Small businesses offer a unique asset and capability for our national security to take advantage. However, there is a large gap in understanding of how to best position new technologies for insertion into Programs of Record (POR) across the life cycle. This web event will provide important background and insights re. the acquisition development process, and what it takes to transition new technologies into PORs. The event will discuss straight forward strategies and approaches that can increase the probability of meaningful technology transition.

He has served over 37 years supporting the U.S. Navy and the Department of Defense (DoD) including as the Director, Strategy and Innovation, DASN(RDTE) where he led the development and deployment of the Department of the Navy’s (DON) 30 Year Research and Development Plan and the DON Strategic Thinking Community of Interest, was a SECNAV Navy Innovation Advisory Council (NIAC) Fellow, and served as a plank owner for the ASN RDA Agility Campaign leading efforts for Education and Training, Cultural Assessment and Change, and Strategic Communication.Mr. David Schiff, National Security Innovation Network
David Schiff is with the National Security Innovation Network (NSIN) , the Secretary of Defense's innovation organization whose mission is to build networks of innovators to generate novel solutions to national security challenges. David, the first Deputy Director of the Navy's innovation cell, NavalX, and founder & chairman of the Federal Innovators Salon, has spent most of his career with the Department of the Navy and the Department of Defense working to improve processes, methods, and culture for military and civilian employees to favor innovative mindsets as a strategic advantage. He believes deeply in strengthening the relationships between civilian industry, academia, and the government to keep our nation, Allies, and the world safe and free. David has an MBA from the George Washington University with a focus on entrepreneurship, a B.A. from Vanderbilt University, and multiple years of training and practice in human-centered design facilitation.Ken Carkhuff, DAU Small Business Learning Director
Mr. Carkhuff is responsible for leading the life cycle activities of assigned Small Business Professional (SBP) learning assets. He also serves as a professor for all instructor-led SBP courses. He was the first DoD acquisition professional to earn the new DoD Small Business Professional Credential in May 2021.
He is a retired naval officer and former SH-60B helicopter pilot with over 2500 flight hours. He is a graduate of the United States Naval Academy (BS, Physical Science), the Naval War College (MA, National Security and Strategic Studies), the Naval Postgraduate School (MS, Contract Management) and Liberty University (EdS, Educational Leadership). He is a member of the Defense Acquisition Corps.
