Sustainment Series: Intellectual Property (IP) Considerations for Product Support

    Description:
     

    A panel of experts discuss Intellectual Property (IP) planning considerations for Product Support, including product support analyses, product support business case analyses, and risk management early in the life cycle of a DoD system, including documenting the IP Management Plan for Product Support in the Life Cycle Sustainment Plan (LCSP). The event will conclude with a Q&A session with the audience.

    Ms. Lisa P. Smith, Deputy Assistant Secretary of Defense, OSD

    Ms. Smith, a member of the Senior Executive Service, is the Deputy Assistant Secretary of Defense for Product Support and serves as the principal advisor to the Office of the Secretary of Defense (OSD) leadership on policies, procedures, and actions related to the readiness and sustainability of major weapon systems. She is responsible for the development and implementation of acquisition and sustainment strategies and processes providing the Warfighter with cost-effective weapon system readiness across the life cycle. In addition, Ms. Smith coordinates and synchronizes ASD(S) international and partner engagements. She also manages the logistics and acquisition workforce for the Department of Defense.  She assumed her current position in April 2021.

    Ms. Rosemary Solomon, Sustainment and Technical Data Management Lead, Office of the Under Secretary of Defense for Acquisition and Sustainment 

    Ms. Solomon serves as the Sustainment and Technical Data Management Lead for the Deputy Director for Intellectual Property (IP) Cadre, in the Office of the Under Secretary of Defense for Acquisition and Sustainment.  She is responsible for coordinating DoD-wide policy and guidance on product support and sustainment data-driven analyses required to tailor IP and technical data requirements to the unique characteristics of the program's acquisition and product support strategies.

    Mrs. Tara Bell, Director of Policy (Acting), Office of the Deputy Assistant Secretary of Defense (Product Support)
     

    Mrs. Bell serves as the acting Director of Product Support Policy in the ODASD for Product Support. She leads the effort in developing and providing the DoD enterprise with policy, processes and procedures that fosters and enables effective product support planning and execution. She is responsible for updating policy, processes and guidance that aid Life Cycle Logisticians across the DoD enterprise with consolidated resources for product support management policy including general guidance and specific guidance for each of the six Adaptive Acquisition Framework pathways.
     



     

    Mr. Chris Skubik, Senior Operations Research Analyst, Combat Capabilities Development Command C5ISR Center

    Mr. Skubik has served the Department of the Army as a Senior Operations Research Systems Analyst (ORSA) for more than 30 years.  He currently serves as the Lead for the ORSA Team within the DEVCOM, C5ISR Center.  In 2022, his Team has provided reimbursable analytical support to more than 4 dozen PdM/PMs across 7 different PEOs throughout the C5ISR Community.  This support included providing SME Guidance to over 60 Programs; instituting many process improvement initiatives; performing 20 analytical reviews supporting 17 different Programs; and performing 15 LORAs, 12 PS BCAs, and 15 other significant analytical efforts across more than 30 different PMOs.  
     
     

     


    Ms. Vicki Allums, ESQ., DAU Intellectual Property Learning Director

    Vicki Allums has extensive policy and legal experience as a government and non-profit corporate attorney practicing in the areas of domestic and international intellectual property (IP), licensing, IP enforcement, international trade, cyber law, cybersecurity and information security matters. She is currently Learning Director for Intellectual Property at Defense Acquisition University, where she has oversight for DAU's IP and Data rights curriculum and provides mission assistance to DoD program offices. Her other government experience includes working as Associate General Counsel for Intellectual Property and Information Law at the Defense Information Systems Agency (DISA), senior attorney in the Office of Legislative and International Affairs at the U.S. Patent and Trademark Office, and senior attorney in the Intellectual Property Branch at U.S. Customs. Ms. Allums also served as Associate General Counsel on the Executive Office team at The American Institute of Architects ("AIA") and Assistant General Counsel at National Public Radio, Inc. ("NPR").
