If the government has funded or will fund a part of or the entire development of the item, component or process, then the government is entitled to unlimited rights in the TD. However, if the above is developed by a contractor or subcontractor exclusively at private expense, the government is entitled to limited rights. Such data must be unpublished and identified as limited rights data.
