A license covering a patents, technical or proprietary data, technical assistance, know how, or any combination of these, granted by a U.S. firm to a foreign firm or government, to produce, co-produce, or sell a defense article or service within a given sales territory without competition from any other licenses or from the licenser. A non-exclusive license is a license as described as above, except that competition may be permitted with other licensees and/or the licenser.
