  This website is for all members of the COR community, to include CORs, program managers, contracting officers, contract specialists, COR supervisors, and Quality Assurance personnel such as COR Coordinators and Quality Assurance Program Coordinators. 


  If you were a member of the previous COR Community prior to September 2023, please rejoin the COR CoP (membership did not carry over to the new website). Annual CPARS Training

The DFAS COR Coordinator, Mr. Tim Whitman, also serves as the CPARS Focal Point for DFAS CORs. Every summer, he provides training specific to CPARS to help CORs with understanding the CPARS process and quality narrative writing. This has led to an increase of compliance with CPARS reporting and serves as a best practice.

COR Recognition

Quality Assurance Program Coordinator (QAPC) Ms. Toya Latimore originally created an annual award for CORs at Beale AFB and started an award program at Travis AFB. If you are interested in starting an award program at your location for CORs who are stellar performers, contact Ms. Latimore at [email protected]

What are the dollar thresholds for a level 1 COR.  I have thought it was up to 250K.

There is no Level 1 COR for DoD IAW the application instruction, DoDI 5000.72. If the question is geared towards the Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR) program, then please refer to Contracting Officer's Representative (FAC-COR) | FAI.GOV. FAI provides information for CORs who work for federal civilian agencies (not DoD). 

Request Is CIND 001 the correct certification for Contract Property Management? AKA "Industrial Contract Property Management Credential".

​Could you please consider addressing Post-Award Tripwire Calculations at a future COR Office Hours?  Tripwires were discussed a earlier this summer but the presenter did not go into detail on the 15% Post Award Labor Variance Tripwire.  It would be useful to see an excel spreadsheet (if one is used) and an example from a fake invoice.  I don't even think it is done the same way across our command, it would be interesting to see other (perhaps better) ways of performing this monthly task.  You could show calculations for the other post award tripwires like ODC and Labor Rate as well.  Sharing the xlxs file would be great.

​Question for the COR's, in your QASP's on service contracts how do you all determine non-comformances grades between the FAR's , minor, major, and critials. Do you use some kind of matrix to assist? We are a service contract for aircraft maintenance and aircraft operations, with contractors working for an FMS unit and the USAF. Any help in this matter would be greatly appricated.

Does anyone know if there is any policy/guidance that requires the submission of the COR Status Report  in PIEE-SPM no later than a certain date?

Also, is there policy/guidance for how long the PCO/Contract Specialist has to approve the Status Report? ​

Thank you Cindy. That is what I am finding. I looked through all of those and the AFARS and Army Contracting Command (ACC) Acquisition Instructions (since we are part of ACC) and did not see anything. Was just double checking with the community before we set a local policy.

Hi Don. At the DoD level, DFARS 201.602-2(d), DFARS PGI 201.602-2(d), the DoD COR Guidebook, and DoDI 5000.72 are silent and do not direct the amount of time approval is required for this report in SPM. Agencies, services, or commands may supplement these documents with their own policies. ​

Hello. Can someone please advise if the "Combating Trafficking in Persons" box is being checked in the SPM COR Delegation Letters for the CORs in your agency, if the contract is not OCONUS?  If the box is being checked, can you please advise how CTIP monitoring is being performed?  Particularly, if a QASP is not required. ​

​1. What are the rules on Small Business Set Asides for IDIQ contracts?  2. Are they mandatory for all of IDIQ types of contracts?  3. Is there a dollar threshold where they must be used?  4. What about situations when you contract is pretty small only a few people like 8 contractors and the Small Business Set Aside Clause is used?  5. Should the Small Business Clause be used for small contracts of 10 FTEs or less?  6. Does the small business set aside always get 25% of the contract?


7. What happens after a contract award if there was a mistake in the hours of an IDIQ contract and the small business clause was used.  Can you do a mod to increase the hours?  8. What impact does a mod increasing hours for an IDIQ contract with a small business clause have on both the main contractor and the small business contractor?

Hi Marsha. Don provided great suggestions to assist you with your inquiry. Most of these questions are rather nuanced and a verbal discussion in CONnect Live would be of value. Note some IDIQs have ordering procedures, which may address small business set-asides; check to see if your IDIQ has one. 

A valuable learning asset relating to small business was created for one of Contracting's foundational classes CON 1200V. I recommend reviewing the content in this asset to learn about small business. Training on GSA's new IGCE tool in the Dec 5th COR Office Hour

GSA's IGCE tool has moved from Acquisition Gateway to buy.gsa.gov as of the end of November and the tool now has different functionality. The GSA personnel who have been working on the new tool will be providing a demo of the tool's different functions in the Dec 5th COR Office Hour. All COR Office Hours are recorded and those recordings can be accessed in the Events tab at https://www.dau.edu/cop/cor.

This kit is a set of resources designed for DoD acquisition personnel including contracting officers and contracting officer’s representatives, the senior procurement executive, and any other DoD personnel involved in contracting and procuration for the DoD.
