JCIDS Defense Exportability Requirements

Joint Requirements Oversight Council (JROC) Chairman’s April 15, 2019, memorandum introduced new requirements for Defense Exportability within the Joint Capability Integration and Development System (JCIDS). The memo underscores the importance of addressing allied/partner interoperability in the Concept of Operations (CONOPS) section of JCIDS Initial Capabilities Documents (ICDs). Furthermore, it advocates incorporating Standard Defense Exportability language as a Key System Attribute (KSA) in JCIDS Capability Development Documents (CDDs) for systems with export potential, determined by the Milestone Decision Authority (MDA) at Milestone A.

 

To operationalize these directives, the JROC Memo encourages DoD Components to integrate Defense Exportability considerations into both existing and upcoming JCIDS requirements documents. In October 2021, the Chairman of the Joint Chiefs of Staff (CJCS) released a revised version of the "Manual for the Operation of the Joint Capabilities Integration and Development System (JCIDS)." This updated manual, aligned with the CJCSI 5123.01l "JCIDS Charter," underscores the significance of International Acquisition and Exportability (IA&E) in shaping DoD requirements for acquisition programs.

 

In addition to the conventional focus on identifying International Cooperative Program (ICP) opportunities and international standardization efforts, the revised JCIDS Manual notes that "Sponsors shall address Exportability “Allied/Partner Interoperability and Coalition Use” as per the [USG] Conventional Arms Transfer Policy ... [and] must consider existing export controls, controlled technical information assessments, and the identification of critical program information when addressing exportability in order to facilitate future sales and transfer to allied and friendly nations."

 

JCIDS Manual Exportability Text Excerpts - This DSMC-Int'l document provides short excerpts of the new Int'l Acquisition & Exportability (IA&E) policy guidance contained in the updated JCIDS Manual that apply to JCIDS-related analysis and decision-making activities. The revised IA&E policy in the JCIDS Manual governs the development of capability requirements documents for DoD Major Capability Acquisition (MCA) programs.
