​This is a comprehensive Surveillance tool used to record annual audits of the Contractor's flight and/or ground operations. Use of this template is not mandatory, and is provided as an example of a surveillance plan.  Instruction on surveillance plans is in CMA241, Module 4, "Contractor's Ground Operations".
