According to Dr. Ashton Carter, (Under Secretary of Defense for Acquisition, Technology & Logistics at the time of this 2009 Product Support Assessment), "this DoD Weapon System Acquisition Reform Product Support Assessment captures the findings and recommendations needed to drive the next generation of product support strategies. During its year-long study, our 65-member pan-DoD and industry team, led by the Office of the Deputy Under Secretary of Defense for Logistics and Materiel Readiness, identified eight principal areas that, if developed or improved, will make product support more effective and acquisition reform more far-reaching". These eight areas are:

  1. Product Support Business Model

  2. Industrial Integration Strategy

  3. Supply Chain Operational Strategy

  4. Governance

  5. Metrics

  6. Operating and Support Costs

  7. Analytical Tools

  8. Human Capital
