Joint Appointment Module (JAM) Surveillance and Performance Monitoring (SPM) Module

To address vulnerabilities identified by the Panel on Contracting Integrity, the Department of Defense (DoD) developed the Joint Appointment Module (JAM) and the Surveillance and Performance Monitoring (SPM) Module (formerly the Contracting Officer Representative Tracking (CORT) Tool) within the Procurement Integrated Enterprise Environment (PIEE). JAM and SPM are web-accessible applications designed to perform two primary functions:

  • The first function is the nomination, designation and revocation of Contracting Officer Representatives (CORs) appointed to a contract awarded by a Department of Defense Agency.
  • The second function is to provide visibility into the COR's contract monitoring and surveillance of contracts for which a COR had been designated to improve contract administration and performance surveillance as mandated by FAR Part 46. 

JAM

The Procurement Business Requirements Operations Group determined that all appointment functions for CORs shall occur in the Joint Appointment Module (JAM) located in the Procurement Integrated Enterprise Environment (PIEE). After PIEE Release 6.0.0, trained CORs are appointed to a contract via the JAM module, where all appointments are initiated, reviewed, approved, signed, stored and terminated. JAM also tracks training information specific to each appointment. The module supports an appointment process initiated by either the COR or the Contracting Officer/ Contracting Specialist and result in a digitally signed, electronic appointment letter.

SPM

The COR's online file is contained in the Surveillance and Performance Monitoring (SPM) Module, a module also within PIEE. SPM facilitates management, oversight, surveillance, and performance monitoring. All individuals, performing contract surveillance will have access to and use of this capability in SPM.
SPM will provide the visibility and accountability necessary for leaders to manage the thousands of CORs assigned throughout the Department. SPM provides contracting and COR personnel a web-based portal for all relevant COR actions, where COR management must review the COR surveillance and monitoring activities when evaluating the COR performance.

Both SPM and JAM modules leverage the PIEE platform, which is Common Access Card (CAC) enabled and available to all military and civilian personnel of the Department of Defense. These systems are also available to federal agencies, where users are granted access to the system via their PIV card or a username and password."
