​Capability Portfolio Analysis Tool (CPAT) is a tool developed by the Sandia National Laboratories used for optimal fleet-level management and investment. According to Sandia, CPAT "is designed to identify “best” investments across fleet/portfolio to maximize performance within cost & schedule constraints. According to the tool developers, "CPAT is a powerful fleet management analysis tool which optimizes investment and fielding decisions to provide maximum fleet performance under cost, schedule and programmatic constraints. It is capable of solving highly complex fleet modernization optimization problems – problems spanning many mission areas and modernization programs over several decades – in sufficiently short timeframes to enable interactive analytics and a high degree of responsiveness to evolving plans and assumptions. CPAT has been developed and applied in partnership with the US Army Program Executive Office for Ground Combat Systems to provide unprecedented analytical capability in support of modernization and investment decisions. It enables decision support for portfolio resourcing and capability of a large fleet of systems, as well as comprehensive investment plans that ensure an optimal balance between capability, cost, and schedule."

According to Sandia, "CPAT is being used to address the following questions: 
  • What are the best investment choices (programmatic and production) if budgets are reduced by X%? What are the long term impacts of near term budget changes?
  • What is the maximum budget reduction that can occur without canceling any existing programs?
  • In a range of possible budget reductions, where are the “breakpoints” where major programmatic impacts (e.g., cancellation, delays, major changes to quantity or production rate) occur?
  • If the start of a program is delayed, what are the implications? Does it still make sense to invest in that program?
  • If production rate for a program is reduced, what impact can be expected on that program and other programs in the portfolio?
  • If the fielding quantities for a program are limited, how does it impact cost, performance, and other programs?
  • If a program is cancelled, how does it affect the rest of the portfolio and how much cost does it really save?"
