According to the Integrated Data Services, Inc. website, “the Comprehensive Cost and Requirement System (CCaR™) is an enterprise program and financial management system that delivers real-time program information to government decision makers. At the core of the CCaR™ System are automated reports and analysis tools which allow the program and financial managers to define program requirements, formulate program budgets, forecast program execution and track the execution of program funds. CCaR™ utilizes the power of the Oracle relational database system to provide decision makers with a common-sense, hierarchical approach to managing requirements and budgets. Program requirements are defined in CCaR™and assigned to budgets across fiscal years to form the program requirement baseline. Requirements are reviewed through the management chain by utilizing CCaR™electronic workflow processing. Reviewers are notified by e-mail to coordinate, comment, and approve program requirements. CCaR™ supports the Planning, Programming, Budgeting and Execution (PPBE) process by presenting the requirement and budget data across fiscal years for use in Program Objective Memorandum (POM), Budget Estimate Submission (BES) and President’s Budget (PB) submissions. Requirement prioritization and automated budget algorithms distribute budget to the high priority requirements and identify those requirements which will be unfunded. CCaR™ allows project managers to fully detail their execution forecast baseline and maintain a revised forecast to allow efforts to be re-planned as necessary. CCaR™automatically compares actual execution to the revised and baseline forecasts to status performance as measured against the baseline and DoD execution goals.”
