​Acquisition Management System (AMS) 

• Summary: The NAVAIR AMS suite features three tools [Common Spend Plan Tool (CSPT), Procurement Management Tool (PMT), and Contract Data Requirements List (CDRL)] that allow users to manage the entirety of the procurement process. The integrated suite of tools share data and automated workflows. The resulting integrated management environment reduces the need for manual data entry. Every team member (based on permissions) with access to the tools sees the same information at the same time in the same place, which keeps teams on the same page and makes it easy to track procurement progress. The system is a government-owned registered Business System and is the NAVAIR-mandated procurement application.  Suite attributes, including Electronic Contract File Management, automated workflows, and digital routing and signatures, allow procurement work to be done entirely digitally. AMS is a mature system that captures almost a decade's worth of acquisition data which commands can use for planning and project management. This historical data has been compiled from organizations across the NAVAIR Mission-Aligned Organization, and includes information such as phase length, money lost or awarded, funds flow, and time to contract award. It can be used to predict risk or forecast milestone schedules for upcoming contracts, and it allows command business to be conducted more efficiently.

Common Spend Plan Tool (CSPT) 

• Summary: The CSPT enables users to create and manage comprehensive financial plans that reconcile on a daily basis with the Navy's financial System of Record, Enterprise Resource Planning (ERP) business system, data. Users can create new Spend Plan Initiation Documents (SPIDs), control budgets, track labor, and more, saving valuable funds and time by streamlining financial planning, execution, and reporting efforts. Common Spend Plan Tool users can access real-time spend plan, budget and Total Obligation Authority (TOA)-related financial information in addition to being able to manage and track personnel. Users also have access to powerful data visualizations that help them see and manage their projects at a glance.  The CSPT offers a Logistics Requirements Funding Summary (LRFS) capability that identifies the product support functions and sub-functions required to establish affordable and effective product support. It identifies support resource requirements and the funds available to meet those requirements. The summary displays requirements versus available funding for all Integrated Product Support elements and related disciplines, by fiscal year and appropriation, and is traceable to logistic support plan tasks and activities (Independent Logistics Assessment Handbook (ILA), NAVSO P-3692, June 2017). The summary allows users to track the breakdown of funds needed to meet product requirements over the Future Years Defense Program. It provides logisticians with the ability to build, monitor and manage LRFS's in one location. It is a central repository to plan, capture, visualize, and manage requirements. It ties the programs Lifecycle Sustainment Plan to their Integrated Master Schedule facilitating integration of product support and programmatic planning, scheduling, and execution functions.  It facilitates clear communication among all stakeholders such as Product Support Managers, Assistant Program Managers for Logistics, Business Financial Managers, Cost Analysts, and IPT leads which is critical in the lifecycle management process.

Procurement Management Tool (PMT)

• Summary: The PMT enables users to plan, execute and manage procurements in one convenient location, reducing required effort and cycle time. PMT users can monitor milestones, contract work in progress, and Procurement Initiation Document (PID) packages. The system also provides users with historical data to identify cost, schedule and performance trends and risk. PMT users also have access to powerful data visualizations that help them see and manage their projects at a glance. The result is that PMT users are empowered to make decisions based on data from a foundation of best practices.

• Summary:  The CDRL tool provides a centralized data repository that makes organizing and maintaining DD 1423 CDRL forms and associated deliverables, within the structure of an overall contract, manageable. Information recorded in the tool can be used to measure the data delivery and disposition lifecycle processes. Users can draft, copy, reorder, modify and search for CDRLS; request Data Item Descriptions be added to a CDRL (using the Defense Logistics Agency ASSIST Database (https://quicksearch.dla.mil/qsSearch.aspx); associate Data Item Descriptions to CDRLS, manage permissions, run reports and more.
