The Better Buying Power (BBP) Implementation Guidance of April 24, 2013 included specific direction to “Increase effective use of Performance-Based Logistics” including the development of a PBL Guidebook to be utilized as the source (tenets, analytics, metrics, and draft RFP information) for PBL processes.  

Because PBL has demonstrated notable success as a tool for sustaining warfighting capability at reasonable cost, the Office of the Assistant Secretary of Defense for Logistics and Materiel Readiness, in collaboration with the Services and Defense Acquisition University, developed this PBL Guidebook to assist the defense acquisition workforce in developing effective PBL product support arrangements. This guidebook was most recently updated in April 2016.

Note: Several references cited in this video have changed. 10 U.S.C. 2337 was recently renumbered as 10 U.S.C. 4324.  Additionally, the Defense Acquisition Guidebook (DAG) has been retired and relevant content from Chapter 4 has been incorporated into the DoD Product Support Manager (PSM) Guidebook.  Product support policy previously contained in DoD Instruction 5000.02 Enclosure 6, Life Cycle Sustainment, is now contained in DoDI 5000.91, Product Support Management for the Adaptive Acquisition Framework.  Finally, the DAU tools site is now located at https://www.dau.edu/tools/p/Integrated-Product-Support-Tools-and-Resources.
