According to Concurrent Technologies Corporation (CTC), “the Total Life Cycle Management-Operational Support Tool (TLCM-OST) project was initiated within the USMC as a way to recapitalize the Marine Corps’ investment into the LCMI suite of tools (i.e., Marine Corps Equipment Readiness Information Tool [MERIT], Total Support Cost [TSC], Asset Enterprise Management Information Tool [AEMIT], System Operational Effectiveness [SOE], and Supply Chain Operational Performance Enabler [SCOPE]) in order to better support the fielding of Global Combat Support System –Marine Corps (GCSS-MC). TLCM-OST rationalizes, reengineers, and optimizes past investments in logistics reporting to create a single enterprise Business Intelligence / Decision Support Tool for the USMC logistics community.

 TLCM-OST combines current and historical business intelligence information from supply, maintenance management, and other Marine Corps legacy systems into one reliable data repository that can be accessed in seconds from anywhere in the world. This significantly decreases the amount of time spent researching problems, thus providing more time to identify and resolve issues. TLCM-OST is the one answer for supply and maintenance readiness visibility.

TLCM-OST is: 

  • A dynamic, “always-on” Web-based application that provides leadership at all levels with automated, authoritative decision support information.
  • A decision support tool that provides a snapshot of asset-specific TLCM status information including requirements, funding, acquisition, fielding, operations/maintenance, and disposal.
  • A business intelligence dashboard that provides unrestricted read-only access to all users.
  • An application that leverages over 10 years of fiscal resources and lessons learned in support of the development and implementation of the Life Cycle Modeling Integrator (LMCI) program.”
