US Armed Forces PAO Decision Tool

​Use this tool when your contractor is using Contractor-owned, Contractor-operated (COCO) aircraft to execute contract requirements.  WARNING:  GFRs DOT NOT make the determination whether COCO aircraft are flying under Public Aircraft Operations (PAO) or Civil Aircraft Operations (CAO).  This guide is provided only to help the GFR direct inquiries regarding COCO aircraft to the proper decision making authority (Program office, Service Waiver Authority, etc.).  Instruction on this tool can be found in CMA241, Lesson 5, "Contractor's Flight Operations".
