The Logistics Requirement Funding Summary (LRFS) is the consolidated requirements document that should be used by Program Managers and Logisticians to identify the Integrated Product Support-related costs and associated funding. The LRFS is a life cycle document that should be maintained, justified, defended and updated for as long as MCSC or their designated activities are responsible for any element of the system or equipment. The LRFS provides visibility of logistics requirements when required for POM and budget submission. It additionally helps to plan and quantify requirements, identify and defend funding, and serves as the IPS input to the Program Life Cycle Cost Estimate (PLCCE). The LRFS must be based on the program's configuration baseline, delivery schedule, and the site activation and fielding (deployment) schedule.

The USMC LRFS Cost Estimating Tool (CET) is an Excel based, user-friendly tool designed to allow program managers and logisticians to quickly generate LRFSs for all types of Marine Corps programs. The USMC LRFS CET includes a library of cost models for all the IPS elements, related disciplines, and incorporates statutory and regulatory requirements.

Use of the USMC LRFS CET is unrestricted and available for use by anyone wishing to utilize the tool.

Is there a cost to use the USMC LRFS CET? 
The USMC LRFS CET was developed and is owned by Marine Corps Systems Command. There is no cost to use the tool for DOD purposes.

Will the USMC LRFS CET work for logistics cost estimating outside of the Marine Corps? 
The USMC LRFS CET has an interface, cost element structure, and outputs specifically designed for the USMC LRFS. While there may be some similarities with other organizations, critical portions of the tool may not be applicable outside of the USMC. 

Is training available for using the USMC LRFS CET?  
Although designed to be user friendly and require little or no training to use, self-taught training materials and training is available. To learn more about available USMC LRFS CET training, including class dates, please email: [email protected]

The USMC LRFS CET is hosted within the Microsoft Excel 2010 application and was developed for use on NMCI machines without developer or administrator access. There is no need to obtain special permission before installing it on a NMCI laptop or desktop computer.

Can I use the USMC LRFS CET with other versions of Microsoft Excel such as Microsoft Excel 2003 or 2007? 
The use of the USMC LRFS CET is not supported in versions of Microsoft Excel other than Excel 2010
