Should-cost Management Management2017-04-03T16:00:00Z,<div class="ExternalClass6C1531CE10414EC08E37C07798A21483"><p>In the CLB 040 Should-cost module we explore the Why, What, Who and the How of Should-cost management.  The heart of the Should-cost management initiative is to challenge the Department of Defense to break from the underlying assumption that program cost will grow to match or exceed the independent cost estimate.  This means identifying and eliminating process inefficiencies and embracing cost saving opportunities by the government and the contractor.</p> <p>To assist in this effort, in the CLB 040 Should-cost module, we provide models, tools, and ideas to help you establish a plan and process to achieve Should-cost efficiencies.  We highlight some of these tools by listing them in the Acquisition Tools and Resources section of the site.  These tools include the Team Charter Template, Project Plan Template, Stakeholder Engagement Plan, and the Communications Plan and are elucidated below:</p> <p>1. Team Charter Template - Establishing a team focus and organization is a critical step in completing any effort. Developing a team charter should be one of the first team actions.</p> <p>2. Project Plan Template - One of the critical factors for any successful project is having a well-developed project plan. A project plan is used to identify tasks, affix roles/responsibilities, understand risks, and establish due dates. Project planning is often, but should not be, ignored in favor of getting on with the work.</p> <p>3. Stakeholder Engagement Plan - Should-cost management efforts are most successful when there is buy-in from the various stakeholders that are involved. Development of a Stakeholder Engagement Plan can aid in better understanding your stakeholders, leading to stronger relationships and greater project success.</p> <p>4. Communications Plan Template - A good Communication Plan is a living document and should be regularly updated to ensure your message is reaching all the parties involved in your project. A good motto for your Communication Plan should be "No Surprises." The module also includes explication of critical thinking skills and their application to Should-cost management. Survey results are very favorable and states that 100% of those who completed the course recommend that their co-workers also complete the course.
